Hole dug by Thames water then private company repaired water pipe 18 months ago, but hole still not filled in and becoming dangerous

Hole due to repair of water mains has not been re filled for 18 months, and now becoming a dangerous hazard. The location of the whole is at the back of block 5 paddock close just outside the main communal entrance. Many thanks
