Resident using home as garages

A residents in marchwood way has 6 cars parked in the close in virouse state of repair some have flat tyres some are full of rubbish some have broken windows. There is also 4 cars parked in there drive way in virouse states of repair and vermin have been seen living in these cars on the drive.i have tried to speak to the owner of these cars with no luck. Rhus situation had been going on fir a number of years and at least two of the cars have not moved fir over 2 years.
