Cars parked on cycle lane

Cars and vans frequently park on the cycle lane going south on Blachorse Lane. This often happens outside a shop bringing in new stock, but there has also been a removals truck parked all day on one part of the lane while a property is being emptied/developed. The road has double yellow lines and cars wouldn't park here otherwise.
