Parking issues in St Marks Road Henley

Ongoing issues with daytime parking on St Marks Road particularly outside 18-20. There are limited driveways in this location and most residents without driveways have 2 cars. It is observed that many people come and park around this part of St Marks Road for station and town use during weekdays because of the unrestricted parking. This means resident parking is extremely restricted for the entire day and often necessitates parking on or over the other side of Vicarage Lane. This is not ideal with young children and shopping. This has been an ongoing issue for many years.
The implementation of a residents parking scheme in St Marks Road would require an ammendment to the Traffic Regulation Order, this involves a long and expensive legal process including public consultation, I regret that Oxfordshire County Council would not be able to fund such a scheme at this time.

What could trigger this process off? Why can't the residents parking be extended from other parts of Henley.
Please advise how I take this further.
