Completely Blocked drain

This drain has been blocked full of mud, for over a year, and there has been no attempt to unblock it, despite it being reported before. It is completely blocking water going down to the main drains, and every time if rains, it floods there. Surely the council can come and clear this drain of thick mud, so the surface water in the road can actually drain into the mains drains.
