The denoted street light is only on intermittently, but flickers when it does come on

It's been ikea this since I moved in 1.5 months ago, it makes it quite difficult to park on the street during the night and makes it harder to see anyone in the area. The light is the 2nd on the right as you pull into the street and continue straight
