Footpath blocked

Inconsiderate person has had a delivery of gravel onto the public footpath that has been there for several days. Cannot pass footpath without going onto road, difficult when there is a car forcing pedestrians into the road. Disabled wheelchair users cannot pass or people with pushchairs. Owner needs to remove this.
