Bodged repair already breaking up

The pothole outside the Wren Gallery which was "repaired" a couple of months ago is breaking up and filling with water. If I'd paid for the repair I'd ask for my money back.

To the left of the pothole you can see most of the tarmac that was slopped down , there is also an oily film coming out and washing down the road and silt coming up from the hole...
