Badly repaired potholes now causing safety problems. Badly repaired footpath now dangerous for elderly and disabled residents.

This road surface has been badly repaired with quick-fix methods so often that over the 20 years we have been residents the money spent on poor repairs could have been used for a permanent solution. Our cars are subjected to continuous punishment every time we drive up and down the Lane. Are we allowed to fund our own repairs so that at least they are done professionally ?
