Large water puddle causing splash to footpath near junction of Westmoreland road and Hayes road

Water puddle forms near junction of Westmoreland road and Hayes road whenever it rains, causing water to be splashed onto footpath right next whenever a car drives past. So it becomes impossible to walk on during busy hours on rainy day.
