Disabled access to post office blocked by two large vehicles

I am a mobility scooter user and on crossing Broomfield Drive, I was unable to use the dropped kerb outside the post office due to two parked vehicles that were blocking it with insufficient space between them to allow access. I had to ride almost to the next junction before finding a dropped kerb that was not blocked. On leaving the post office, the two vehicles were still there, preventing me from going in the direction that I wanted to go. I had considerable difficulty turning my scooter around due to other cars parked up the kerbs, a bicycle rack and various street furniture outside the post office. I felt stressed trying to do a three point turn on the pavement without hitting anything or pedestrians.
