The road in cow lane has crumbled away Leaving a ledge to the right. This is also a walk way. The other night the street light were out and my wife and I were walking down it when she fell off the and broke her ankle. Had this lip not been there this wouldn’t of happened

Cow Lane is owned by Kennington parish council, so it is their responsibility.
Although it's unclear what standard it must be maintained to, as it's not heavily used. Clearly the combination of lack of light and poor surface was dangerous, so perhaps if the trees are cut back and the lights fixed it will be better (although certainly far from perfect).

The road is still the same. No one has done anything it has just got worse. So do I need to contact the parish council

Yes, that would make sure it gets discussed and you'd get an answer.
As I said I'm not sure what state it needs to be maintained to, so some advice will likely be needed by highways experts. Unless there is a firm requirement, the argument could be made that things like the play areas are a higher priority.
I will also bring it up at the meeting as I walk that way often and would also like to see it improved.
