Road sign to instruct drivers to give way to oncoming traffic is covered by trees and directional bollard is missing

Cars are unsure who gives way due to illuminated fixed bollard not being there and road sign being completely covered by trees.
Luton Council state this is the responsibility of Central Beds. It has been ongoing for 6 months and the constant blasting of horns and near traffic collisions is concerning to us as residents.
