Sewage flooding road and footpaths

Since the heavy rain on 23rd sept the culvert had been overflowing sewage onto the footpath and into Derwent Avenue. Thames water claim this belongs to the Oxford county council. They also claim they have been out and the sewers are clear and there is not enough drainage in the area or the gully’s/drains need clearing. It happens every time we have heavy rain and no one wants to take responsibility.
