Partick, Kelvin Hall, QMD (and elsewhere without doubt) all still putting their stock cages out on the pavement at will.

This has been going on - and reported - for years. Why is it STILL happening?

The time for having a word ie usual NRS 'information and advice' given to local managers is well over. Enforcement - fines, ultimately license revoked - is the only way they'll ever stop. So why hasn't there been any?
