Speed camera malfunction

Sent to Leeds City Council less than a minute later. FixMyStreet ref: 6499031.

I was driving behind a learner in a Toyota on Leeds road, Rawdon. as the limit changed to 30 rather than 40, we were both comfortably underneath the 30 limit yet both were flashed. I believe this camera may be malfunctioning.
