Blocked Drains
Reported anonymously at 20:40, Wed 8 July 2009
Sent to Reigate and Banstead Borough Council and Surrey County Council 5 minutes later. FixMyStreet ref: 64948.
This is a fairly steep hill, and as the drains haven't been cleared in years, the rain water rushes down like a fast river into Sutton Lane. Emails to the Council to clear out the blocked drains have gone unanswered.
Can someone please clean the drains?

Received an email from Surrey Council saying the drains in Sutton Lane will have their annual clean very soon. The email was 'automatically generated, so do not reply'. This left me wondering how I could tell them it was the drains in High Down Lane that needed cleaning. (And hadn't been cleaned for 3+ years)
Now I see these updates are not sent to the Council...

Surrey Council emailed me to say Highdown Road was a private road, and not their responsibility. They suggested I contact Land Registry to find out the owner. The Land Registry website might be able to help, but they'll charge me £6.
As £6 is a bit beyond being a good citizen, it looks like the drains will remain blocked...

Summary: Surrey CC said it was a private road, and the drains were not their problem. Emailed Land Registry and they asked for more details (exact location of drains etc) and photos. Details provided, and currently waiting their feedback.

I'm still waiting for Land Registry to tell me who 'owns' the road.

Had an email from the Prison Service - forgotten I'd emailed them. They admitted it was 'their' road'. A few days later I witnessed a man clearing the drains out - with a shovel. Emailed the Prison Service to thank them.
A great result - but (with the greatest respect) without much help from fixmystreet!
