The building work has dug up asbestos paneling and allowed it to spread across the surrounding areas of the park, some of this is now in the ravensbourne river. Who ever originally put it their is not the problem, cleaning it up and disposing of it is. Maybe you should have shipped away your contaminated soil and bought in fresh, clean stuff or maybe you will build another "mound" in order to get ride of all the waste so the next lot of people can deal with it like you have had to now. Pass the buck.
