Hedge not cut back

This hedge sticks out on to the pavement enough to force you off it if someone,or a pushchair,wheelchair comes the other way..It has never been cut back properly and the home owner parks his car on the pavement to.I appreciate people are busy but some people don't use the pavements and might not be aware of the problem.2nd time reporting this..
