Replacing concrete slab with tiles

The stone slab is broken and does not fit the space; as a result weeds grow up around the slab, in spite of my regular efforts to control them. My neighbour’s front door, in front of which the owner (?) has arranged tiles and slabs; these are in excellent condition and do not allow weeds to develop. I am not sure when this was done, but not I believe in my present neighbour’s time.
I am writing to enquire how I should set about getting permission to copy my neighbour’s set-up. Do I need permission, if I am willing to arrange and pay for the work myself ? The centre of the village is a Conservation Area, and the improved look of our cottages would certainly enhance this.
