Wheelie bins constantly in parking bay

Sent to Luton Borough Council less than a minute later. FixMyStreet ref: 6481683.

The on street parking bay outside number 14 Finsbury Road constantly has wheelie bins in the bay preventing people from using the spaces. Can anything be done to prevent this please?
