Pavement parking vicinity of Fleming Drive/North Street junction

A number of vehicles regularly/constantly pavement park on North Street near the junction with Fleming Drive, this location has other hazards ie the brow of a hill, these vehicles are a silver peugeot, a blue hyundai, a white security van, a silver nissan 4x4 and a silver jeep. All of these vehicles are parked both day and night, some facing on-coming traffic during the hours of darkness. The pavement is restricted to such a degree as to prevent an infant on a tiny bicycle being unable to proceed unhindered. The current policy regarding pavement parking is ludicrous; that parking does not provide proof of a vehicle "driving" on a pavement.
