Drain cover movement

Each time a vehicle drives down the road the drain man hole cover jumps and makes a very loud noise so much so I think it may come up. We have had this problem before the noise is deafening and it's a very busy road the car goes over it and it bangs please can you either replace or somehow cushion the impact. It's been happening for ages and really impacts our sleep and any time out in the garden especially at peak traffic times. Really affecting my mental health the noise is so loud.
