Loose drain cover

Sent to Oxfordshire County Council and South Oxfordshire District Council 1 minute later. FixMyStreet ref: 6476444.

Loose drain cover grate- next to the pathway at the back of WHSmith. Its not SODC Land apparently, or WHS land. Think it might be Waitrose but they are also claiming its not them either. Who is responsible for this drain?? Its about 20 feet long, and someone could easily catch their footing in it. Plus it gets full of debris easily
