Road or path blocked by weeds. Means the ability to differentiate between the two is difficult. The road/ path floods because it is overgrown and cannot be accessed pedestrians and cyclists. This is a safety concern as cyclists then have to cross using the road. The crossing can only be accessed via road of a large grass section. This large grass section can not be used as it floods or becomes boggy at the same time as the road/ path blockage.
