The Timing has slipped

The Lights were set at 28 seconds, Coming up princess elizabeth rd, For several weeks it has slipped to 22 seconds. As we all know it takes time for cars to get moving, And by 20 seconds, its just getting going, So after 22 seconds more cars move in the lost 6 seconds, Than the first 15 seconds. The ques first thing, And late afternoon, Are totally unnecessary, and causing more pollution, Please sort it. Thanks
