Binmen leaving bins causing obstruction

The binmen regularly seem to leave the bins in a way that takes up the whole path (meaning those with a wheelchair, buggy, guidedog etc cannot navigate around easily) or blocking the entrance to the alleyway. Please cab they be left where found or in a tidy manner?
