Hazardous broken asbestos!

Sent to Leicester City Council less than a minute later. FixMyStreet ref: 6442611.
Broken asbestos that is uncoveredoutside whitehall primary school, posing respiratory inhalation risk to lots of children and parents. 56 whitehall road

The asbestos still remains in the same place with NO care or acknowledgement. I was told by Charlotte who works for the council that they couldn't find the owner of the property and therefore were unable to do anything about the problem. This is bitterly disappointing as it is situated directly infront of a PRIMARY school and nothing has been done to protect the young and vulnerable people who use the footpath on a daily basis. It can't be one rule for individuals who pay ALOT of money to remove asbestos according to lawful guidelines and another because "the owner can't be found" this is very very poor and doesn't leave me with much trust.
