Large puddle when heavy rain

A large puddle forms on the road next to the footpath whenever there is heavy rain. Passing cars make this water shoot up over the wall of the building (Ratcliffe House) next to the road (sometimes hitting the back door of the building) and soaks anyone trying to use the public footpath running beside the wall.
