The sign is illegible problem

Good afternoon,

We have had a report that the above sign has been damaged. The occupants have offered to repair it but as the sign is a highways sign I wonder whether this needed to site with yourselves. The sign is near the below address;
Alstone
Nr Tewkesbury
GL20 8JD

Can you please advise what the process is next please?
