Vehicle parked in the pedestrian access/ cycle path

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 6422675.

New blue land rover type car, parked/abandoned in the middle of the cycle path, present since at least 28/08/24. I have driven past at least twice daily each day since then, at various times, and it hasn't moved. It is obstructing 80% of the path. reg E005 EMX. I have contacted TVP but they say to report to you, I can't report as abandoned vehicle on your form for that as it is undamaged.
