Completely broken bin

This cannot surely pass as a bin in Bristol? It is the only bin the entire length of Russell town avenue and it is totally broken. Litter everywhere around it because it has no top so the animals and wind get to it. Plus it is way way too small. It is right by city academy school so loads of crisp packets etc from the kids. This bin is not fit for purpose at all and needs replacing. South Gloucestershire council provide massive covered bins outside their colleges and schools. Needs replacing urgently.
