Car permanently parked unable to walk on footpath

Car is causing problems as parked well onto footpath and you cannot pass unless you go into the road. Parked outside number 13 Ceres Road Wetherby LS22 6JX Person who owns it very aggressive and will not move car for you to walk past and uses language parked every night. Makes road narrow for passing with car and causing problems for access vehicles.
