Blocked drains

I noticed the drain had standing water in it on Tuesday morning. It didn't rain at all during the day but it was still there when I got home. All the drains are clogged with rubbish and standing water.

Not sure who is responsible for it. Thanks

    Rained hard yesterday, road was nlt draining as advised.

    Road did not flood but it was running towards Hinckley Road which I heard did flood.
