Layby used for commercial purposes

Two, sometimes three flatbed lorries sitting in layby on Charter Walk. These lorries never move but are loaded with various white items and or fencing and general household waste. Occasionally another lorry will pull up and unload some items from one of these then move off. This has been going on for months. These lorries are used for storage and are encroaching on parking meant for the houses in Charter Walk.
