Road damage already marked for repairs

Sent to West Sussex County Council less than a minute later. FixMyStreet ref: 6394644.
Clear road damage both sides of the carriage way, marked around for repair! So is it acceptable to cover this damage with tar and chippings? Damage to carriageway still visible! Now I don’t want to teach you how to suck eggs, but let me just run this past you forgive me if I’m out of line here would it be more cost effective to repair the road first and then resurface it! I know it sounds like an idea thought up by a crazy person who’s not thinking straight.wish I got paid for doing half a job look forward to sending my bills for damages. Yeah it’s been resurfaced to a council standard!,but it’s not all about tar & chippings what about the road camber/ drainage water run off all the other processes that should be applied? The road performs as it did previously just with extra tar and chippings.it still has areas prone to flooding & previous pothole damage masked with chippings & some fresh white lines as a garnish to make it look pretty, or just to turn your attention away from lumpy bumpy surface the council calls a road!
