Worst I've seen it in 5 years & I have been reporting it for the same amount time, you just haven't bothered trying to implement ANY enforcement or mitigation (I suggested 5 three measures years ago, all ignored of course - 'council officers know best').
And so, the game of Harland Cottage whackamole continues for another 5 years no doubt...
