A new fence (barbed wire) now blocks a public right of way across a field.

Thank you for reporting this. What an appalling state of affairs! Have the county council updated you, and given you a reference number? In the foreground of your photo is a rather overgrown stile, whereas the definitive map and statement for Diss FP 24 indicate a field gate, where the path leaves Heywood Road.
