Look at the photographs! The parked vehicle is blocking passage. The situation is hardly helped, Norfolk County Council, by the fact that the route is so poorly signposted; the wooden signpost is half hidden up, within overgrowth, and it isn't really pointing in the correct direction. It is not immediately obvious that, where this vehicle is parked, is actually a highway junction.
