Reported in the Rubbish (refuse and recycling) category anonymously at 11:16, Mon 18 May 2015
Sent to Southwark Council 4 minutes later. FixMyStreet ref: 635780.
Iceland food store rubbish being left outside of their caged bins. Encouraging fly tipping and bin raiders causing more mess around the area. Has attracted rats/mice to the area. The issue was first brought to my attention 5th May 2015.

That's a problem for Iceland to fix, not the council.
If the rats are actually nesting there, you should contact environmental services directly as FMS doesn't generally deal where problems where the council enforces rather than fixes. Councils are reluctant to intervene until the problem is really serious.
As this is Southwark, they are one of the few councils that act against eyesore gardens, so it might be worth talking to them about treating this as an eyesore, but, as it involves a third party, this is not the way to contact them about that.
Even if the council intervene, it is still Iceland that will be expected to arrange clearance of the site and certainly they will have to pay for it.
Note that it is impossible for Iceland to fly tip in their own car park, as fly tipping can only happen if the owner doesn't give permission. (Other waste management offences may apply.)
This update is not from the council.

PS If the council takes this on, it will have to give first informal and then formal notices to the land owner before they can take any enforcement action. That is going to take more like two months than two weeks to complete, if the landowner drags their feet.

Very quick way of reporting a local problem. Was contacted by the council within a week or two of reporting the fly tipping.
