1) this bin is broken - please can it be replaced?

2) a number of bins in the cemetery are frequently used for disposing of household waste - as per the photos. This is a health hazard for both the public and wildlife. To prevent black bin bags being thrown away here can a replacement be installed with a small aperture rather than an open top?
