The draingae cover is damaged causing my sister to fall down the drain and ended up ended up at A&E

This drain cover was reported last December 2023 when my sister had the accident. Since the accident they have only put a bright yellow temporary cover on top of the huge hole. This drain is to the left of my driveway on the council green grassed area.
