Tree likely to fall and damage people or property

I have been monitoring this tree for many months now and is a serious concern that it might fall over damaging a property or hurting someone. It is also over a public footpath so the general public are in danger. Further to this the tree overhangs my property which could damage my garage or fall on us. The tree is on the side of a river and might collapse soon, the tree looks like is is dying and might collapse. The group of trees is also blocking light to all surrounding properties and is too tall for the surrounding area. Please could these group of trees be shortened about 5m for the safety of local residents. As you can imagine it is causing some serious concern for us living here and has made us feel quite anxious and is likely the tree will only get worse.
