Car blocking pavement & bus stop have to walk into road.

The same car is always parked on the pavement & also part in bus stop. This is at the beginning of Foots Cray Road, after you have crossed at roundabout with penhill behind you (just past Hurstmear School) and Hurst Road to your right. This has been ongoing for the last 1-2 months, I work shifts & it is always there on my early shift. This photo was taken at 05:21 on Thursday 8th August 2024, but never there on my return journey estimated my passing at 15:15. This also never occurs when I'm on my late shift when I pass at about 08:30 to work and on my return journey home about 18:30. Could this matter be looked into please, as I find it unfair that just because this motorists deems it acceptable and under some misconception that no one would be using the pavement at that time they have the right to make me walk into the road. I don't, but what if I had a pushchair with a baby on my way to a childminders. Thank you for taking the time to read this & hopefully act upon.
