Rubbish strewn across the bottom of Sandown Lane

This is a regular occurrence. Somebody keeps dumping bin bags at the entrance of the alley way. Subsequently the seagulls come down and peck it open and drag the contents across the street. This has been reported previously. Cleaned up and now whoever is responsible for dumping the bags has done it again!
