Low overhanging tree branches in public lane by the Mouse pub

There is a huge tree with low overhanging branches coming down over the public footpath at the top of Waters lane by the Mouse pub leading to the church in Westbury-on-trym. The tree is too big, it has pushed the street railings out onto the path, all of the branches overhang the lane, the Mouse pub garden and the street pavement on Eastfield road. The tree is dropping keys, leaves and mess constantly in the whole area. It is on the land which is part of the driveway leading to the vicarage but has two house numbers on the gate. The problem has been there for years but is much worse now, the tree has split, it is too big and looks dangerous.
