Car blocking the footpath and junction

This car does this very offten by leaving car on the double yellow lane on the junction so bigger vechicles have difficult to take turn and any pedestrian who want cross the junction have to go on the road to be able to do it( Where the cerb is dropped down any disabled pedestrian or mother with pram will have even more difficult)
