Parking on double yellow lines

These vehicles are parked almost every day on double yellow lines. There is access required for a sub station.

It is also a turning point for emergency services

I have asked them to refrain but I am ignored

    These cars are continuing to park on double yellow lines. Blocking the turning circle. Blocking sub station access. This first reported same 4 weeks ago
