Bin bags blocking footpath

Mosque situated on corner of station road and Osborne Road have been putting bin bags out (Friday PM)after collection time (Friday AM). Bags are piling up blocking the footpath and bin men refused to clear them for past two weeks. Rubbish all over the street from bags that have been ripped open..Ongoing problem reported numerous times to BCC.
