Shoppers Car Park is nearly always full

Is it possible that workers from the near by industrial estate are filling many spaces at the Central Park Shoppers Car Park? As a regular user of the car park, it is noticable that the number of cars parked often exceeds the number of shoppers and shop workers, making it very difficult for shoppers to do their shopping. For instance arriving at 16:30 on May 1, there are no free spaces at all, having waited for a shopper to depart I park and go shopping, there were about 20 customers in Aldi. 50 mins later I come out and there are many parking spaces, this to me would indicate that the spaces are being used by workers from the nearby industrial estate. Could a monitoring survey be conducted to find out how long cars park at the car park and maybe the landlord could ticket those long stayers???
Anyone know who the landlord is for the ALDI CAr park?

Rugby council say it is not there responsibility and to contact landlord, want one know?
